The Complete Guide to Tofo: Mozambique's Indian Ocean Paradise on a Budget
Overview
Tofo is a small beach town on Mozambique's southern coast, about 485km northeast of Maputo. Population: roughly 6,000. It's known for three things: whale shark encounters (October-March), some of the cheapest scuba diving in the world, and a barefoot beach culture that attracts backpackers, divers, and anyone tired of overproduced travel experiences.
The town is basic. One paved road. No ATMs (nearest in Inhambane, 22km). Limited WiFi. Sporadic electricity. And an Indian Ocean coastline that makes you forget all of that within 10 minutes of arriving.
Best Time to Visit
October-March (Summer): Warm water (26-30 degrees C), whale shark and manta ray season, best diving visibility (15-30m). This is peak season — December-January gets busy with South African tourists. Temperatures: 25-32 degrees C.
June-November (Winter): Humpback whale season (June-November), cooler water (22-25 degrees C), fewer tourists, slightly lower prices. Weather is drier and pleasant — 20-27 degrees C.
April-May and September: Shoulder seasons with good conditions and thin crowds. Arguably the best time for budget travelers.
Getting There
By Air: Fly to Inhambane Airport (INH) from Johannesburg (LAM Mozambique Airlines, ~$200 round trip) or Maputo (LAM, ~$100 round trip). From Inhambane, take a chapa or private transfer to Tofo (22km, 30 minutes).
By Road from Maputo: 6-8 hour drive/shuttle. Fatima's Nest and other lodges arrange direct shuttles ($35 per person). Self-driving is possible on the EN1 highway — mostly paved, some rough sections.
By Road from South Africa: Many travelers drive from Johannesburg or Durban via the Lebombo/Kosi Bay border crossing. 12-14 hours total. Doable in a regular car — no 4x4 needed.
Where to Stay
Budget ($10-25): Fatima's Nest (Tofo's original backpacker lodge, dorms from $10, doubles from $25, communal kitchen, bar, dive packages). Bamboozi Beach Lodge (beachfront dorms $12, bungalows $30, hammocks everywhere).
Mid-Range ($30-60): Tofo Beach Bungalows (self-catering, 50m from beach, $35-50). Casa Barry Lodge ($45-65, pool, quiet). Albatross Lodge ($55-80, ocean views, diving focus).
Splurge ($80-200): Baia Sonambula ($120-180, beachfront suites, best property in Tofo). Turtle Cove ($150-200, private villas, honeymoon material).
What to Do
Whale Shark Ocean Safaris ($40-60)
The signature experience. Boats head out to locate whale sharks feeding near the surface. When spotted, you snorkel alongside them. Season: October-March. Success rate: 70-80% per trip during peak. Operators: Peri-Peri Divers, Tofo Scuba, Liquid Dive Adventures.
Book your first safari for day 1 or 2 — if you don't see sharks, you can try again.
Scuba Diving ($40-60/dive)
Tofo's reefs are home to manta rays (year-round, peak Feb-May), reef sharks, turtles, and abundant tropical fish. Key dive sites: Manta Reef, Giants Castle, Tofo Main, The Office (cleaning station where mantas congregate).
PADI Open Water certification: $350-450. This is among the cheapest in the world for the quality of marine life you'll see.
Beach & Snorkeling (Free)
Tofo's main beach is a 3km crescent of golden sand. The reef starts within 100 meters of shore — snorkeling gear rental $5/day from any dive shop. Turtles, tropical fish, and occasional dolphins.
Tofinho, a smaller cove 2km south, has rock pools and is less crowded.
Fishing (Community boats from $20)
Join local fishermen on their morning trip for a negotiated fee (usually $20-30). Or book a sport fishing charter ($200-400, full day) targeting marlin, sailfish, and kingfish.
Inhambane Day Trip
The provincial capital, 22km south, has Portuguese colonial architecture, a 200-year-old cathedral, and a market with better prices than Tofo. Take a dhow (traditional sailing boat) across the bay for 10 MZN ($0.15) — one of the cheapest and most scenic commutes in Africa.
Food
Prawns piri-piri at Tofo Mar or Dino's Beach Bar: 400-700 MZN ($6-10)
Crab curry at Dino's: 500 MZN ($7)
Grilled fish of the day at any beachfront restaurant: 300-500 MZN ($4-7)
Matapa (cassava leaves in coconut milk) at market stalls: 80-120 MZN ($1-2)
Cashew nuts — Mozambique is a major producer. Buy raw at the market, roast at your guesthouse.

The Bottom Line
Tofo isn't for travelers who need everything to work smoothly. Power cuts happen. The road from Inhambane is potholed. Internet barely functions. The nearest reliable ATM is a 30-minute drive.
But if you want some of the best marine encounters in the world at a fraction of what you'd pay in the Maldives or Whitsunday Islands, served alongside $5 prawn dinners and genuine African hospitality — Tofo delivers. Completely and honestly.
